Beaufort County Council's Finance, Administration, & Economic Development Committee and Public Facilities Committee met Monday, September 17 to discuss County finances, infrastructure, transportation, public facilities, emergency planning, economic development, and other projects affecting our community.

These committee meetings are an important part of the County’s work to review projects, funding, policies and community priorities before items move forward to County Council.

Below are some agenda highlights from the meetings.

Finance, Administration, & Economic
Development Committee

Whistleblower Policy & Reporting

• The Finance Committee continued discussions on revisions to the County’s Employee Handbook, specifically the Whistleblower Policy (Section 1.6). The Committee directed staff to bring forward a presentation and demonstration from NAVEX or a similar provider, including potential costs and a breakdown of responsibilities, at a future Finance Committee meeting.

FEMA Mitigation Grant

• The Finance Committee received an update from County Administration regarding the FEMA Mitigation Grant and ongoing mitigation efforts.

Regional Tournament Complex

• The Finance Committee considered a $15 million budget amendment to fund the Regional Tournament Complex using Local Accommodations Tax and Local Hospitality Tax funds. A proposed amendment to allocate $7.5 million from each fund was approved, but the amended budget ordinance ultimately failed on a 5–5 vote.

County Technology Improvements

• The Finance Committee approved a contract with ABR Digital Solutions for lease, maintenance, software, and print management services, with an estimated annual cost of $154,013.40.

Public Facilities Committee

2018 One Cent Sales Tax Program

• The Committee received its quarterly update on projects funded through the 2018 One Cent Sales Tax Program, including the status of ongoing projects and program activities.
  

Roadway & Traffic Improvements

• The Public Facilities Committee approved several transportation projects, including a $739,873 contract for resurfacing and traffic calming on Sunset Boulevard/Miller Drive, a $53,592 change order for the Shell Point Traffic Calming Project, and preliminary engineering for alterations to the Chowan Creek Bridge approaches.

Eddings Point Boat Landing

• The Committee approved a $233,912.80 task order for the design and permitting of improvements and expansion of the Eddings Point Boat Landing.

Lobeco Library

• The Committee directed staff to work with the Library Board to evaluate space needs and potential expansion options for the Lobeco Library. Staff will also continue discussions with the Beaufort County School District regarding potential expansion options, with findings expected to return to Council following the Library Board’s November meeting.

St. Helena Island Library

• The Committee approved a $200,000 contract for an LED lighting retrofit at the St. Helena Island Library.

Lady’s Island Corridor Improvements

• The Committee approved a $42,350 change order for a Phase 2 Environmental Site Assessment related to the Lady’s Island Drive turn lane at Ribaut Road project.

Bellinger Bluff Road & Bellinger Neck Road

• The Committee considered an ordinance to accept Bellinger Bluff Road and Bellinger Neck Road into the County Road Inventory. The motion failed 3–7.
